In his speech at the general debate of the 75th United Nations General Assembly, President Xi made a solemn declaration to the international community: "The Paris Agreement in response to climate change represents the general direction of the global green and low-carbon transition. On October 14, the "Wind Power Beijing Declaration" was released. The declaration proposes that in order to achieve the goal of starting to link up with the carbon neutral goal, in the "14th Five-Year Plan", a development space compatible with the national carbon neutral strategy must be set for wind power: to ensure an average annual increase of above 50 million kilowatts installed capacity. After 2025, China’s annual average new installed capacity of wind power should not be less than 60 million kilowatts, reaching at least 800 million kilowatts by 2030, and at least 3 billion kilowatts by 2060.
